Strategic Partner Selection

The Watford Health Campus partners thank you for your interest in this project and trust that the website and contents has provided a good overview of the scheme.

• An OJEU notice has been published (reference UK-Watford: construction Work 2011/S 126-208897) and is attached below.

• We are currently at the PQQ Stage. We have issued on 12 August clarification on the PQQ, copy of this is available below.

The private sector partner

• We are seeking a private sector partner (PSP) who has the skills, capacity and enthusiasm to translate the vision for the Campus into reality.

• The successful partner will work with the stakeholders to finalise the masterplan and phasing and to deliver the scheme.

• We envisage that a joint venture will be established with Watford Borough Council (in the form of a Local Asset Backed Vehicle (LABV)). The PSP/LABV will enter contracts with the Council and WHHT to deliver their requirements from the Campus.

Procurement process

• The PSP will be procured using the negotiated procedure under the EU procurement rules.

• The first stage will be to identify potential partners who are capable of delivering the Campus through assessing bidders' responses to a Pre-Qualification Questionnaire (PQQ).

• We will use the second stage to discuss with bidders their proposals and to finalise as far as possible issues in terms of delivery, pricing, commercial and risks including legal documentation.

Invitation to submit outline proposals October – November 2011

Invitation to submit detailed proposals December – February 2012

Best and final offer stage March – May 2012

Selection of preferred bidder June 2012
